Chingyuan Chang, Formerly with Morgan Stanley, Barred by FINRA

CUPERTINO, CALIFORNIA

Did you lose money with financial advisor Chingyuan Chang, formerly with Morgan Stanley in Cupertino, California?  Chingyuan “Gary” Chang was barred by FINRA from the securities industry in December 2022 when he failed to respond to a FINRA investigation.

Gary Chang had been with Morgan Stanley from February 2016 to August 2022.  Morgan Stanley filed a Form U5 with FINRA, noting that it had “concerns regarding representative’s misappropriation of funds from client accounts.”  FINRA then started its own investigation, but Chang refused to respond to FINRA’s investigation, which led to his expulsion.

Gary Chang must respond to FINRA investigations, pursuant to FINRA Rule 8210.  Also, as a FINRA member, brokerage firms must adequately supervise the conduct of its advisors, like Chingyuan Chang.  If Morgan Stanley failed to do so, it could be responsible for customer losses.
