Brian S. Exford and IBN Financial Services

Exford was a financial advisor and registered representative of IBN Financial Services from August 2009 to October 2012, and with State Farm VP Management Corp. from November 2012 to March 2015. Exford worked at branch offices in Rochester and Watertown, New York. Exford was the subject of an arbitration complaint filed in mid-2014, alleging losses of $986,000. Subsequently, Exford filed for bankruptcy in December 2014, but he also previously filed for bankruptcy in 1999.
Brokerage firms like IBN Financial Services have a responsibility to adequately supervise all representatives who are registered through their firm. Brokerage firms also must take steps to ensure that their financial advisors follow all securities rules and regulations, as well as internal firm policies, such as refraining from selling investments and securities that are not approved by the firm.
